Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, May 20, 2025 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments –

  • Public Comments will only be taken during the Public Comments section of the agenda.
  • Must sign up in advance on the list and must limit to 3 minutes conversation.
  • Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.
  • On a subject that is not on the agenda, a person may request to add an item to a future City Council Agenda by contacting City Hall. The deadline for the request to be placed on an agenda for consideration must be received with all corresponding documents by 5pm the Wednesday before the regularly scheduled meeting.
  • While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

Discuss, consider and/or and act upon an Ordinance Authorizing the Issuance of City of Jefferson, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2025, in the Principal Amount of $605,000 to Fund Water System Improvements and Awarding the Sale of Such Certificates of Obligation to the Texas Water Development Board; and Resolving Other Matters Relating to the Subject.
  2. Discuss, consider and/or act upon a Resolution Approving the Execution and Delivery of a Grant Agreement for Water System Improvements; and Resolving Other Matters Relating to the Subject.
  3. Discuss, consider and/or act upon a Resolution Authorizing and Directing Establishment of Construction Account with Depository Bank Pursuant to Grant Agreement; Appointing Authorized Signatories with Respect to Such Accounts; And Resolving Other Matters Relating To The Subject.
  4. Discuss, consider and/or approve the Agreement between the City of Jefferson and Schaumburg & Polk, Inc. for Engineer Services relating to the Texas water Development RWAF Drinking Water System Improvements for the amount of $1,250,000.
  5. Discuss, consider and/or approve rejecting the Texas Water Development Board (TWDB) Funding for $2,020,409 in financial assistance consisting of $990,000 in financing and $1,030,409 in principal forgiveness from the Drinking Water State Revolving Fund Lead and Service Line Replacement Programing (LSLR).
  6. Discuss, consider and/or approve the Agreement between the City of Jefferson and Traylor & Associates, Inc. for Administration/Professional Services in connections with the Lift Station Generators Hazard Mitigation Grant Project, Contract DR-4485-0204
  7. Discuss, consider and/or approve the First Annual Freedom Walk, Health Fair and Fundraiser Plan Event Application to be held on June 21, 2025.

  11. Discuss, consider and/or approve waiving the Utility Disconnects for May 2025 due to Software Conversion delay in mailing out utility bills.
  12. Discuss, consider and/or approve raising the price of cemetery plots to $750.
  13. Discuss, consider and/or approve the temporary display of the recently restored 1872 Cloth Oakwood Cemetery Map at the Jefferson Historical Museum.
  14. Discuss, consider and/or approve drawing up an ordinance making it unlawful to feed animals or birds on public property. (Tabled from March 18, 2025 Regular Meeting)
