Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, February 15, 2022 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

n. Consider and/or approve renewing the Pitney Bowes 60-month contract with updated equipment for up to $70.00 a month or up to $210.00 quarterly.

a. Consider and/or approve an amendment to the approved Event application regarding street closures for the Mardi Gras Upriver from February 24 – 27, 2022

b. Consider and/or approve Rod Rodriguez’s variance request on building permit (306 E. Watson Street)

c. Consider and/or approve request from Mr. Anthony Fry for the City to repair curbs and the driveway entrance in front of 207 Alley Street.

d. Consider and/or approve renewing and/or amending the agreement between the City of Jefferson and the Marion County Chamber of Commerce for the usage of the former Jefferson Police Department Building on Austin Street

e. Consider, discuss, and/or approve adopting a Resolution of the City of Jefferson, Texas Cafeteria Plan, sponsored by Colonial Life, effective beginning on October 15, 2021 and ending October 14, 2022. (Tabled from 11/16/2021 Regular Council Meeting)

f. Consider and/or approve placement of STOP sign on Marshall St., Northbound at Lake Street.

g. Consider and/or approve a NO PARKING sign in the turn around area at the boat ramp.

h. Consider and/or approve updated resolution authorizing contractual and financial signers for grant no. 19-076-053-B844 Disaster Recovery GLO grant.

i. Consider, discuss and/or approve the recommendation of the Selection Review Committee to award by resolution Traylor & Associates for grant administration services in conjunction with an application (if applicable) of funding from the U.S. Department of Treasury for the American Rescue Plan Act (ARPA) to provide project administration and project-related management services, if awarded.

j. Consider, discuss and/or approve the recommendation of the Selection Review Committee to award by resolution Schaumburg & Polk, Inc. (SPI) for engineering services for the City’s American Rescue Plan Act of 2021 funding for project related services and project implementation.

k. Consider and/or approve seeking bids to hire a grant administrator to submit applications on behalf of the City, for funds from the FEMA Hazard Mitigation Grant Program (HMGP) related to the FEMA-DR-4485, Covid-19 Pandemic

l. Consider and/or approve seeking bids to hire an engineer for service projects allowed with the FEMA Hazard Mitigation Grant Program (HMGP) related to the FEMA-DR-4485, Covid-19 Pandemic funds should the program award funds to the City.

m. Consider, discuss and/or  approve an ordinance of the City of Jefferson, Texas regulating the speed of motor vehicles upon a certain section of US 59 within the corporate limits of the City of Jefferson, Texas. Authorizing the Texas Department of Transportation to erect signs, prescribing penalties, repealing all ordinances in conflict herewith and providing a savings clause; and declaring an emergency. (For traffic traveling in a southerly direction on US 59, for traffic traveling in a northerly direction on US 59)

 

10. EXECUTIVE SESSION

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above, as authorized by the Texas Government Code.
