Notice is hereby given that a special meeting of the Jefferson City Council will be held on Tuesday, March 22, 2022 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

 a. Consider, discuss and/or approve reinstalling the sewer tap at Henderson and Polk where the big red bus is located, at the City’s expense.

b. Consider, discuss and/or approve T.J. St. Dennis request for the alley between Camp and Lake St. off of Jackson Street to be improved.

c. Consider, discuss and/or approve a Rate Increase related to CenterPoint GRIP.

d. Consider, discuss, and/or approve authorizing JEDCO an expenditure up to $5,000.00 for the Texas Rural Leadership program.

e. Consider, discuss, and/or approve the recommendation of the Selection Review Committee to award by resolution Traylor & Associates for administrative services in conjunction with the submittal of an application for funding through the 2022 Hazard Mitigation Grant Program for DR-4485 COVID-19 Pandemic to provide application preparation, project administration, and project-related management services, if awarded.

f. Consider, discuss, and/or approve the recommendation of the Selection Review Committee to award by resolution Schaumburg & Polk, Inc. (SPI) for engineering services in conjunction with the submittal of an application for funding through the 2022 Hazard Mitigation Grant Program for DR-4485 COVID-19 Pandemic to provide application preparation and project implementation, if awarded.

g. Consider, discuss and/or approve adding, removing, and/or replacing paid holidays in the employee handbook

  1. DISCUSSION ITEMS

 a. Discuss and consider City of Jefferson eligible projects funded by the American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Funds

b. Discuss and consider state bid laws for all projects (including emergency situations) and the process that the City of Jefferson has in place as it relates to the law

  1. Emergency repairs to parking lot behind the court house due to sink hole

c. Discuss and consider security at City Hall:

  1. Installing an interior security wall with a punch code door lock in the front office of City Hall.
  2. Installing security cameras on the interior and exterior of City Hall
  3. Assessment of all locks and doors

 d. Discuss and consider repairs to City Hall:

  1. Roof Repair
  2. Water damage caused by leaks in the roof
  3. Mold inside and on the surface of the walls
  4. Running water in the restroom toilet
  5. Termite damage
  6. Upstairs apartment
  7. Exhaust fumes from the Fire Department leaking into City Hall

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above, as authorized by the Texas Government Code.
