REGULAR CITY COUNCIL MEETING

TUESDAY, APRIL 19, 2022 @ 5:30 P.M.

Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, April 19, 2022 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

c. Council volunteer to assist Mayor in reviewing all items in City Administrator’s office for follow-ups

  1. CONSENT AGENDA (City Council reserves the right to remove items from the Consent Agenda and consider and/or approve individually)

a. Consider and/or approve March 2022 monthly financial reports

b. Consider and/or approve the 2nd quarter budget and revenue reports for 2021/2022 Fiscal year

c. Consider and/or approve the Community Celebration Festival event application to be held on May 14, 2022

d. Consider and/or approve promoting John Lorance from a paid reserve officer position to a full-time patrol officer position to be effective April 29, 2022

 

      7. ACTION ITEMS

a. Consider and/or approve the Jefferson High School Senior Class of 2022 parade event application to be held on May 24, 2022 with waiving the requirement for certificate of insurance.

b. Consider, discuss and/or approve David & Amy Boerner’s application for building permit (1101 S. Main St.)

c. Consider, discuss and/or approve James & Leigh Hughes application for building permit (601 E. Jefferson)

d. Consider, discuss and/or approve Dennis Whatley’s request for the city to install a culvert at 202 West Douglas Street. Dennis Whatley would agree to pay half the price of the culvert.

e. Consider, discuss and/or approve an estimate of $4,600 from C&M Tree Service for tree removal for future development of Wayne Smith

f. Consider, discuss and/or approve BKS General Contractors, LLC estimate of $9,275.00 to remove damaged culvert and install approximately 90 feet of a new culvert at Walnut and St. John

g. Consider, discuss and/or approve Angela Reeves request for payment of $200.00 for cleaning hazardous waste from bathroom

h. Consider, discuss and/or approve Tammy Bennett request for reimbursement of payment for two (2) invoices totaling $865.00 for inspection to locate sewer stop up and rotor rooter clean out that was on the city side.

i. Consider, discuss and/or approve restrictions on use and waiver of fees without council approval for the Transportation/Visitor Center.

j. Consider, discuss and/or approve Council Candidate event to be held at the Transportation/Visitor Center on April 21st.

k. Consider, discuss and/or approve Earth Day dumpster locations and workers on Saturday April 23rd.

l. Consider, discuss and possible action on travel trailers being used as residences on Jameson Street and/or other locations within city limits.

m. Consider, discuss and/or approve the location of the placement of interior and exterior security cameras on the Jefferson Tourism and Visitor Center building.

n. Consider, discuss and/or approve the formation of a committee to review and/or propose policies for employee disciplinary actions for the City

     8.   DISCUSSION ITEMS

a. City Hall Security measures – Chief Perez

b. Updates and follow-up for the Immaculate Conception Catholic Church regarding parking, utilities and a meeting

c. Clarification of the allowable use and requirements of Off-Road Vehicles and Golf Carts

      9. EXECUTIVE SESSION

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above, as authorized by the Texas Government Code.
