 Notice is hereby given that a special meeting of the Jefferson City Council will be held on Tuesday, April 5, 2022 at 6:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

  1. CITY PROCLAMATION – Proclaim April as Fair Housing Month in the City of Jefferson 
  1. PRESENTATION 

a. Diamond Enterprise Event Calendar (Events at the RV Park or the Train Depot, on private property)

b. March 2021 2021 Planning & Capacity Building Study completed by Schaumburg & Polk, Inc.

  1. CONSENT AGENDA (City Council reserves the right to remove items from the Consent Agenda and consider and/or approve individually)

a. Consider and/or approve the Special Event Application for the Historic Jefferson Foundation to be held April 29, 2022 (Oakwood Cemetery Illumination) and May 1, 2022 (Presentation of Colors)

b. Consider and/or approve the Special Event Application for the Battle of Big Cypress Bayou Street Skirmish to be held April 30, 2022

c. Consider and/or approve the William Jackson application for Building Permit (315 E. Whelan St)

d. Consider and/or approve authorizing the Mayor to execute the American Rescue Plan Act of 2021 Administration/Professional Service Agreement between the City of Jefferson and Traylor & Associates, Inc.

e. Consider and/or approve Resolution establishing a Grants Bank Account

f. Consider and/or approve transferring the American Rescue Plan Act Funds of $237,255.05 from the Consolidated Cash Bank account to the Grants Bank account

g. Consider and/or approve sharing the March 2021 Planning & Capacity Building Study completed by SPI with TAMU’s Texas Target Communities so that they can build on SPI’s information and prevent JEDCO from paying for duplicate work

h. Consider and/or approve the Certification of the Annual PHA Plan for fiscal year 2022 of the Jefferson Housing Authority

i. Consider and/or approve through resolution, designated authorized signatories for contractual and requests for reimbursement documents related to the TxCDBG Planning, Capacity and Building Grant, Contract Number 7219064

j. Consider and/or approve designating Labor Standards Officer for the TxCDBG Planning Grant, Contract Number 7220164

k. Consider and/or approve designating a Civil Rights Officer for TxCDBG Planning Grant, Contract Number 7220164

l. Consider and/or approve authorizing the Mayor to execute the Engineering/Architectural/Surveyor Services Agreement between the City of Jefferson and Schaumburg & Polk, Inc for the Texas Community Development Block Grant (TxCDBG) Program in connection with the TXCDBG Project, Contract Number 7220211.

d. Discuss and consider changes to Chapters 1-6 of the City of Jefferson Employee Handbook

e. Discuss and consider reviewing additional chapters of the City of Jefferson Employee Handbook or taking more time to review Chapters 1-6 

  1. EXECUTIVE SESSION 

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above, as authorized by the Texas Government Code.
