Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, September 20, 2022 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

a. Consider and/or approve minutes of August 16, 2022 Regular Council Meeting.

b. Consider and/or approve minutes of August 23, 2022 Special Council Meeting.

c. Consider and/or approve minutes of August 30, 2022 Special Council Meeting.

d. Consider and/or approve minutes of September 6, 2022 Special Council Meeting.

e. Consider and/or approve Monthly Financial Reports

f. Consider and/or approve the adoption of the new plan document for the upcoming plan year effective date 10/15/2022 for the City of Jefferson Texas Cafeteria Plan sponsored by Colonial Life.

g. Consider and/or approve Officer Cynthia Romano’s resignation.

7. ACTION ITEMS

a. Consider, discuss and/or approve a Petition to declare the alley’s located between Lots 1, 2, 3, 6, 7, 8, 9, 10, 11 & 12 of Block 31 in the Alley Addition of the City of Jefferson to be abandoned and closed and to convey to the adjoining property owner TRATAK, LLC

b. Consider, discuss and/or approve a Resolution declaring that the abandoned and closed portion of the alley’s located between Lots 1, 2, 3, 6, 7, 8, 9, 10, 11 & 12 of Block 31 in the Alley Addition of the City of Jefferson to be sold to the adjoining property TRATAK, LLC

c. Consider, discuss and/or approve Deed Without Warranty for the abandoned and closed portion of the alley’s located between Lots 1, 2, 3, 6, 7, 8, 9, 10, 11 & 12 of Block 31 in the Alley Addition of the City of Jefferson.

d. Consider, discuss and/or approve JEDCO spending up to $30,000 to Retail Coach, LLC for a one-year contract between JEDCO and Retail Coach, LLC for professional services to research potential retail companies to bring to Jefferson.

e. Consider, discuss and/or approve the pay raise of Officer Mary Ayala’s current rate of $20.00 per hour to $22.00 per hour in correspondence to her active promotion to Investigator to be effective October 2, 2022.

f. Consider, discuss and/or approve the promotion of Officer Benjamin Wilson to full-time employee and the position of Department Sergeant at the pay rate of $22 per hour to be effective October 2, 2022.

g. Consider, discuss and/or approve appointment to Jefferson Planning and Zoning Commission by Mayor Baker.

h. Consider, discuss and/or approve appointment to Jefferson Planning and Zoning Commission by Ald. Finstrom.

i. Consider, discuss and/or approve appointment to Jefferson Planning and Zoning Commission by Ald. Turner.

j. Consider, discuss and/or approve appointment to Jefferson Planning and Zoning Commission by Ald. Shadden.

n. Consider, discuss and/or approve designating an area for city employees to park from Monday through Friday during office hours and installing a City Employee Only parking sign on Austin Street beside City Hall.

o. Consider, discuss and/or approve designating the last parking spot in front of the pet exercise area of the public restrooms as reserved parking for facility maintenance and custodial services and installing a reserved parking sign.

p. Consider, discuss and/or approve the 2022/2023 employee pay raises as presented on the Fiscal Year 2022/2023 approved budget.

8. DISCUSSION ITEMS

a. Discussion and follow up on June 21, 2022 public comment from Marcia Thomas on possible options on what the City can do to help address the large hole on the back side of her building (112 Vale Street).

b. Planning & Zoning discussion on potential first meeting, townhall, etc.

c. Strategic Planning Core Team Update – Robin Moore

9. EXECUTIVE SESSION

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above, as authorized by the Texas Government Code.
