Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, February 21, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall a minimum of 5 days prior to a regular City Council Meeting

a. Update on candidates who have filed an application for a place on the Ballot.

b. Drawing for a place on the Ballot will be on Monday, February 27, 2023 at 10:00 am and will be held at 305 E. Austin Street.

 a. Tourism Quarterly Update – Colleen Taylor

  1. CONSENT AGENDA (City Council reserves the right to remove items from the Consent Agenda and consider and/or approve individually)

a. Consider and/or approve Monthly Financial Reports.

b. Consider and/or approve January 17, 2023 Regular Council meeting minutes.

c. Consider and/or approve February 7, 2023 Special Council meeting minutes.

d. Consider and/or approve hiring Michael Youngblood in the Public Works Department at the rate of $12.00 per hour to be effective March 13, 2023.

e. Consider and/or approve the Outlaw Nationals Car Show event application for April 13th, 14th, and 15th

f. Consider and/or approve the East Texas Burn Run event application for October 12th, 13th, 14th and 15th

g. Consider and/or approve the Historic Jefferson Pilgrimage Festival event application for May 4th – May 7th, 2023 and parade, May 6, 2023.

  1. ACTION ITEMS

a. Consider, discuss and/or approve a request for variance on the 5’ and 10’ setback line requirements for a future rebuild of a guest house that will replace an existing structure located at 217 W. Lafayette Street.

b. Consider, discuss and/or approve tourism and the chamber of commerce’s request to place map directory signs at the following locations:

  1. On the wall in front of the public restrooms on Polk Street (city property)=
  2. On the wall of the city hall building at the corner of Austin Street and Polk Street (city property)
  3. On the sidewalk area (bank private property) at the corner of Polk and Lafayette Street

c. Consider, discuss and/or approve tourism and the chamber of commerce’s request to place map directory signs at the following locations pending approval from property owners:

  1. At the corner of Henderson and Polk Street near Red Bus Cupcakes
  2. At the corner of Austin and Walnut Street
  3. At Austin and Vale Street, but still trying to identify a location for the sign.

d. Consider, discuss and/or approve changing TML Health Benefits enrollment benefit waiting period for new hires.

e. Consider, discuss and/or approve streets for the 2023 street campaign.

f. Consider, discuss and/or approve Polk St. sewer work

g. Consider, discuss and/or approve the process to form and then launch a quiet zone committee

  1. DISCUSSION ITEMS

a. Discuss feasibility of future alley/street closure/conveyance and building permits for Livewell enterprises Project

b. Strategic Plan Core Team Update – Ald. Moore, Ald. Thomas, and Sec. Boyd
