Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, August 15, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Limited to citizens and business owners of the City of Jefferson, must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall. The deadline for an item to be placed on an agenda with all corresponding documents for consideration is 5pm the Wednesday before the regularly scheduled meeting. While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

m. Consider and/or approve the Jefferson Police Department participating in TXDOT STEP Grant 2022-2023, that will cover overtime pay used by officers during the traffic enforcement program in an 80/20 match.

9. ACTION ITEMS

a. Consider, discuss, and/or approve the Economic Development Agreement between JEDCO and Queen Horse Bedding of Texas, LLC & Resolution.

b. Consider, discuss, and/or approve Jamey Parsons and his business partner to clear/remove the brush and any trees from the unimproved streets and alleys listed below at their expense and at no expense to the City of Jefferson:

  • Portion of Owens Street from Jefferson to Mosley;
  • Portion of Locust Street from the Alley in Block 29 & 30 to the Alley in Block 9 & 10 of the Alley addition;
  • Portion of Taylor Street from the Alley in Block 28 & 29 to the Alley in Block 10 & 11 of the Alley addition;
  • Portion of the Alley located Block 28 that abuts lots 7, 8, 9 and 10 of the Alley addition;
  • A portion of the Alley located in Block 10 that abuts lots 4 & 5 of the Alley addition, between Locust Street and Taylor Street;
  • A portion of the Alleys located in Block 11 that abuts lots 1, 2, 7, 8, 9, 10, 11, & 12 of the Alley addition, between Owens Street and Friou Street and from Taylor Street to the corner of Lots 2&7

c. Consider, discuss, and/ or approve entering into record the tax assessors certified appraisal roll.

d. Consider, discuss, and/or approve entering into record the anticipated 2023 collection rate.

e. Consider, discuss, and/or approve the proposed 2023 Tax Rate.

f. Consider, discuss, and/or approve setting a date for the Fiscal Year 2023/2024 Budget Hearing.

g. Consider, discuss, and/or approve setting a date for the 2023 Tax Rate Hearing.

h. Consider, discuss, and/or approve an amendment to the Jefferson Jeep Jam event on August 26, 2023 to add the following additional street closures:

  • Austin Street from Polk to Vale
  • Vale Street from Austin to Lafayette

i. Consider, discuss, and/or approve LaQuisha Brown’s application for building permit with variance. (612 W. Broadway Street).

j. Consider, discuss, and/or approve SPI’s recommendation of award for the 2023 Street Pavement Rehabilitation Program.

k. Consider, discuss and/or approve a Petition, Resolution, and Deed Without Warranty to declare a portion of Frio Street located between Block 12 and Block U of the Alley Addition to be abandoned and closed and to convey to Ofich LLC.

l. Consider, discuss, and/or approve Amendment 1 to the OpenGov Financials Contract with the City of Jefferson.

m. Consider, discuss, and/or approve closing city hall offices between the hours of 1pm to 2pm daily for lunch.

The Jefferson City Council reserves the right to adjourn into Executive Session at any time during the Course of the meeting to discuss any of the matters listed above or below, as authorized by the Texas Government Code.
