Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, November 21, 2023 at 5:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall. The deadline for an item to be placed on an agenda with all corresponding documents for consideration is 5pm the Wednesday before the regularly scheduled meeting. While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

e. Consider and/or approve Monthly Financial Reports.

f. Consider and/or approve Officer Carson McKnight’s resignation to be effective December 9, 2023.

9. ACTION ITEMS

a. Consider, discuss and/or approve a Petition for Vacation and Conveyance of a Portion of Utility Right-of-Way Contiguous to Magnolia Court with Request for Variance from Setback lines at 503 Magnolia Drive, Jefferson, Texas.

b. Consider, discuss and/or approve a Resolution and Deed Without Warranty to declare a portion of the Utility Right of Way on the south and east portion of Lot 15 of the Cedarwood, Section One Subdivision in the Urquhart Survey to be abandoned and closed and to convey 17.295 square feet to Jerry Steelman and Judy Steelman.

c. Consider, discuss, and/or approve Grant Contract with The City of Jefferson, Texas and the Marion County Community Center, Inc. (Tabled from 11/7/23)

d. Consider, discuss and/or approve appointment of additional members to the Quiet Zone Committee.

e. Consider, discuss and/or approve Incentive Pay for full time employees who have met the requirements of the Incentive Pay Program referenced under Section 4-08 of the 2016 City of Jefferson Personnel Policy & Procedures Manual and who have provided the required documentation.

f. Consider, discuss and/or approve Ordinance 2023-11-1: ESTABLISHING THE JEFFERSON HISTORIC DISTRICT AND DEFINING THE BOUNDRIES OF THE JEFFERSON HISTORIC DISTRICT WITHIN THE CITY OF JEFFERSON, TEXAS.

g. Consider, discuss and/or approve holidays for the 2024 City of Jefferson Holiday Schedule.

h. Consider, discuss and/or approve authorizing SPI to put together working documents and updated estimates for the following items that were discussed in the 11/14 Jedco mtg: Sewer line improvements on Polk Street from Bonham Street to Henderson Street, and rerouting Hwy 59 lift station forced main from Delta Street to Owens Street terminating at Broadway manhole. This would be a partner funded project between the City of Jefferson (thru ARPA funds) and Jedco funding.
