SPECIAL CITY COUNCIL MEETING

Notice is hereby given that a meeting of the Jefferson City Council will be held on Tuesday, March 26, 2024 at 6:30 PM at the Transportation Center at 305 E. Austin Street, Jefferson, Texas, at which time the subjects to be considered or upon which any formal action may be taken are as listed below.  Items do not have to be taken in the order shown on the meeting notice.  Unless removed from the consent agenda, items identified with the consent agenda will be acted on at one time.

Public Comments – Must sign up in advance on the list and must limit to 3 minutes conversation.  Jefferson City Council may ask questions but shall not discuss items that are not on the agenda.  On a subject that is not on the agenda a person may add an item to a future City Council Agenda by contacting City Hall. The deadline for an item to be placed on an agenda with all corresponding documents for consideration is 5pm the Wednesday before the regularly scheduled meeting. While civil public criticism is not prohibited; disorderly conduct or disturbance of the peace as prohibited by law shall be cause for the chair to terminate the offender’s time to speak.

a. City Hall Office will be closed during the following dates and times for software demo presentations with the staff:

  1. Wednesday, April 17, 2024 from 10am – 3:30pm
  2. Thursday, April 18, 2024 from 1pm – 5pm

b. Water/Sewer Rate increase on usage became effective February 15, 2024.

c. Overnight Drop Box for Utility Payments now located at 305 E. Austin Street at the Temporary City Hall Office Door. Payment acceptance at the overnight drop box at 102 N. Polk Street will end April 1, 2024

d. Potential Election Cost increase for the May 2024 General City election.

a. Consider and/or approve Monthly Financial Reports.

b. Consider and/or approve September 13 & 14, 2024, 6th Annual Jefferson Antique Tractor Show Special Event Application.

c. Consider and/or approve the Makers Alley Special Event Application to be held April 5th, 6th & 7th; July 12th, 13th, & 14th; September 27th, 28th, & 29th; and December 6th, 7th, & 8th, 2024.

d. Consider and/or approve reserving two parking spots in front of 111 W. Austin for the Robert West book Signing & Speech event to be held on April 13, 2024.

e. Consider and/or approve hiring Billy Pilkington in the Street Department to begin March, 4, 2024 at a rate of $12.00 per hour.

f. Consider and/or approve Amended Order of Election for May 4, 2024.

g. Consider and/or approve renewing George Otstott as the City of Jefferson Representative to the NETMWD Board of Directors (North East Texas Municipal Water District). The current term expires 5/31/2024. The renewal is a new 2-year term.

h. Consider and/or approve the updated Water Conservation and Drought Contingency Plan. Pending citizen feedback

i. Consider and/or approve Ordinance 2024-3-1 ADOPTING THE CITY OF JEFFERSON WATER CONSERVATION PLAN; PROVIDING A PENALTY OF NOT’LESS THAN $10 PER DAY NOR MORE THAN $200 PER DAY FOR EACH DAY OF NON-COMPLIANCE AND/OR DISCONNECTION OF WATER SERVICES TO SUCH USERS BY THE CITY Pending citizen feedback

j. Consider and/or approve State of Local Official of PHA Plans Consistency with the Consolidated Plan or State Consolidated Plan for fiscal year 2024 of the Jefferson Housing Authority.

k. Consider and/or approve the Jefferson Jimplecute to use the visitor center at no charge for the City of Jefferson Mayor’s Candidate Forum on April 18, 2024.

l. Consider and/or approve Earth Day dumpster locations and workers on Saturday, April 27, 2024 from 8am until 5pm or until dumpsters are full.

  1. ACTION ITEMS

a. Consider, discuss and/or approve James Hughes Amended Application for Building Permit (400 W. Lake Street/Lot 1 Blk 74 Lake St. & Marshall) Originally approved on 11/7/2023

b. Consider, discuss and/or approve Randy and Alisa Pilkington to clear 7 ½ feet of right of way on the west side of the undeveloped part of Main Street from the corner of Seymore Street and Main Street approximately 224 feet to the Northwest corner of the Pilkington lot # 1. Randy and Alisa Pilkington will be responsible for all of the costs.

c. Consider, discuss and/or approve BVG4 Architecture proposal of $20,000 to complete Phase 1 Space Needs and Site Selection Study for a New City Hall and Fire Station.

d. Consider, discuss and/or approve SPI to bid out 2 sewer projects: Owen Street Forcemain and Polk Street Sanitary Sewer Rehabilitation.

e. Consider, discuss and/or approve the Community Center request for the city to fund $1,100 to pay for dead tree removal near city ROW at Community Center on Haywood Street per JEDCO request.  To be paid from the Community Center Account 01-5505-70-00 if approved.

f. Consider, discuss and/or approve awarding the bid for the repairs to two sections of the Nature Park trails to Caver Construction, LLC for $24,350.00 to be paid for out of the Park Improvements account 01-5920-75-00.

g. Consider, discuss, and/or approve Grant Contract with The City of Jefferson, Texas and the Marion County Community Center, Inc. (Tabled from 11/7/23 and 2/20/2024)

h. Consider, discuss, and/or approve terminating the contract between MuniCode/Civic Plus and the City of Jefferson by providing 60 day written notice. (Tabled from 10/17/2023)

i. Consider, discuss and/or approve moving $66,203.61 from Hot Tax General Fund account to HOT Tax savings account to true up FY 2020 – 2023, previous 4 years.

j. Consider, discuss and/or approve the Public Utility Commission of Texas Telecommunication Right-Of-Way Rates for 2024 as allowed on 2024 the Consumer Price Index Adjustment to Municipal Telecommunications Right-Of-Way Access Line Rates.

k. Consider, discuss and/or approve Pam Thomas’s resignation from the Tourism Board.

l. Consider, discuss and/or approve Mike Martins resignation as City Attorney to be effective immediately.

m. Consider, discuss and/or approve Barry Wallace resignation as Interim City Attorney to be effective 5-21-2024.

n. Consider, discuss and/or approve posting notice advertising for a new City Attorney.

o. Consider, discuss and/or approve postponing all request for street and alley closure, abandonment, and conveyance until the process and sales price can be discussed and set in place.
